Psalm 46:1-3

God is our refuge and strength, an ever-present help in trouble. Therefore we will not fear, though the earth give way and the mountains fall into the heart of the sea, though its waters roar and foam and the mountains quake with their surging.

From Background Notes [BN] for June 1st & 2nd written by Pastor Bob Brown:

Then, flowing through the chaos and from the abyss, “There is a river whose streams make glad the city of God, the holy habitation of the Most High.”

God puts down real roots at the center of the city, and from there He will help the city“when the morning dawns.” Every new day is for God the opportunity to bring about change in the world, and He chooses to effect that change from His beloved city where His beloved community dwells. There is an implied contrast between the violent language of the sea, made restless by an implied earthquake, and the quiet settled sounds of the flowing streams. All else sounds like an uproar, whereas God is “our refuge (1, 7). [BN, 3]
