Isaiah 40:13-14

"Who has measured the Spirit of the LORD, or what man shows him his counsel? Whom did he consult, and who made him understand? Who taught him the path of justice, and taught him knowledge, and showed him the way of understanding?

The kingly Son of Yahweh requires no counselor: he is the counselor.


Elsewhere in his prophecy, Isaiah would declare:

This also comes from the LORD of hosts; he is wonderful in counsel and excellent in wisdom (Isaiah 28:29).

The word "wonderful" suggests the manner in which his counsel affects those who receive it. His counsel is "full of wonder" or "produces wonder" or "is wondered at".[BN,4]
