Matthew 5:27-28

“You have heard that it was said, ‘You shall not commit adultery.’ But I tell you that anyone who looks at a woman lustfully has already committed adultery with her in his heart.

From Background Notes [BN] for October 5th & 6th written by Pastor Bob Brown:

The first set of texts, from Matthew 5 (with parallels in Mark), strengthen the intentionality of marriage by reminding that adultery — the loss of marriage — is more than a physical act, but also involves matters of the heart.

Lust is the desire to have, and Jesus imagines human beings who have such desires have already committed themselves to adultery. All that stands between them and the reality is the opportunity. Persons who maintain their righteousness based on actual conduct might very well not commit adultery literally, but they cannot claim innocence if their intentions are the same as those who actually commit the act.  [BN,4]
