Genesis 41:15

Pharaoh said to Joseph, “I had a dream, and no one can interpret it. But I have heard it said of you that when you hear a dream you can interpret it.”

From Background Notes [BN] for Sept 27th & 28th written by Pastor Bob Brown:

No sooner is he finished giving explanations of the twin dreams than Joseph tells Pharaoh what he must do to prepare for the coming famine. There is no Middle Eastern fatalism for Joseph.

Though predicted, the coming famine can be managed if the right people are put in charge, administering the right plan. Take advantage of the seven years ahead, he tells Pharaoh, and you will be prepared for the famine which follows. Yes, the famine will come: there is no turning back the tide of history. We hear no prayer to be spared, no bargain with God to keep Egypt prosperous. "The thing is fixed by God", says Joseph (41:32) and he knows intimately about things like that. His own life has been fixed by God, complete with suffering and the Egyptian detour.  [BN,7]
