There is a dual implication in the use
of "sheep" ― one which we cannot escape. Yes, Israel had been like
sheep "led to the slaughter" of exile. And, yes...
...Israel had lost their way, sheep
wandering without a shepherd and outside their land, lacking pasture. But God
has reversed their fortunes and brought them back into their land even though
they have not repented nor turned back to Him. He will now place into their
hearts a new spirit of prayer which asks not for their own
sake, but for His. "Let us be, O Lord, your living sacrifices and
offerings of service. Let us become your sheep again whose sacrifice of service
brings light to the nations and restores the honor of Your Name." [BN,18]
